Look in your account settings. it should be, smtp-server.tampabay.rr.com,
    not smpp-sever.tampabay.rr.com

The error message means that your system can't connect with the mail server.
There can be a number of reasons for this, starting with your having the
mail server identified incorrectly and ending with the mail server being
unavailable (in which case, you have to wait till it comes back online).
In between, there are a number of possibilities.

Did this ever work, or did it just suddenly stop working? Did anything at
    all change?

Check with the documentation you received from your ISP, or with their
online support, that you have the server names correct. If you're using
firewall/antivirus software that is set up to scan email, check the mail
    settings there too.

    http://support.microsoft.com/kb/813514

As well, if you are not actually connecting on a RR network, for example if
you are at another location using someone else's network connection that
isn't RR, you will not get to the RR mail servers and will get this error.

Most larger ISPs block access to their mail servers from other networks.
If you really need to be mobile and use email, you have to find a mail
server that doesn't use Port 25. Many people use gmail or hotmail for this
    reason.

And there's a variation on that if you are using a wireless router and
network card and didn't change the default wireless SSID on the router:
it's possible that someone nearby is using the same SSID but another ISP,
and that your copy of Windows is connecting to their router without
bothering to mention it to you. The way to be sure that that isn't
happening is to change the SSID on your router, then scan for wireless
networks. If the old SSID is also available, there's a good chance that
you really were using someone else's connection.

Next time copy and paste the error message in the dialog box. Your
transcription contains way too many typos to know if the problem was in
the configuration or if you simply retyped it incorrectly in your post.
    For example, the server's name would be "smtp-...", not "smpp-...";
however, the program also wouldn't be saying "protocal: smpt" and would
instead say "protocol: smtp". So it looks like you manually typed it
all in but screwed up with so many typos that no one could distinguish
between your typos and what OE would've actually used from the account
definition. If you are unable to copy & paste then review your post
    before submitting it.

As others have mentioned, you probably entered the wrong IP names for
the mail servers but unsure with so many typos. Since you are paying
RoadRunner for Internet and mail service, what did they say when you
    called them?

If you typed in those codes, then it may just be a typo error but if you
copy and pasted them in, then yes they are wrong.
    should be,
    smtp-server.tampabay.rr.com
    and
    pop-server.tampabay.rr.com
