Desktop, Menu Bar, Desktop Icons Fail to load

Everything loads properly up to the point after I select the user, it loads
my background image but not the menu bar, desktop icons, or anything else. I
can Ctrl-Alt-Del to open new tasks but I cannot open Internet Explorer or
most programs, Microsoft office programs do work though along with printing.
Thanks for the help

Theme files are system files. I would go to start/run, and type
SFC /SCANNOW
to repair all system files.
