Desktop has background only, no icons or taskbar

At startup, the desktop appears, I choose the user and it begins loading
settings, but the only thing that appears is the desktop background. No
taskbar or desktop icons. Haven't loaded any new software, this just started
happening.

How do access the Start button or Control Panel if I don't have the desktop
icons or task bar?

In the Task manager's new task I typed in Control Panel. The task bar
flashed then disappeared immediately.

Adding to Mark Advice, you really need to look for Infection by Malwares and
Viruses, try to scan for them in both safe Mode and Normal Mode.
But try the System Restore First to an Earlier Date before it happened, to
perform System Restore do the following:
Press Win Key on your keyboard and Click >> All Programs >> Accessories >.
System Tools >> System Restore.

Or Press Win Key + R and copy and paste this Command in the Run Command:
%systemroot%\system32\restore\rstrui.exe
