CR ROM no longer detected - Driver error message 39

I dont understand why my cd rom is not detected. If I am opening the device manager then it will give me some error message that states "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)". I followed the instructions and uninstalled the device and reinstalled it. When I downloaded the latest drivers and flash update for the CD, then it didnt work. I think that device is failing, so I just went and bought a new Sony CDRW/DVD rom and connected it all back, but again got the same issue. Any ideas?
