DllRegisterServer in vbscript.dll failed. return code was: 0x80004005

DllRegisterServer in vbscript.dll failed. return code was: 0x80004005

Any ideas as to why this is happening? I can't install any anti-spyware
programs or any other programs. I cannot register this file.
