Can you tell us whether E: drive is formatted as NTFS and have you got permission to delete files from that partition? It could be possible that the file might be in use or you will have to take ownership. I dont know about NTFS but I would recommend a free program called Unlocker to solve this issue.

Yeah, I also think that Unlocker will do the needful but you wont be able to retrieve the file in the event of an error in your part. Anyways, try to open Unlocked and then click ok. If "No Locking Handles Found", click the "No Action" & delete from "Drop-Down".

Is E formatted NTFS and do you have permission to delete files from
that partition?
E is formated NTFS and I have permission to delete files

The file may be in use or you need to take ownership.
the files not in use
Truthfully I am not that familiar with NTFS but I would
recommend a free program called Unlocker.

I think unlocker can delete the files .
And I want to Solve the problem thoroughly.
Any command Can solve this problem ?

I get a message saying:
Windows cannot find file or title "rd" ...(as shown in picture)
http://xs.to/image-AB18_4B3AF9F7.jpg
I try it in Safe Mode (Enter as Administrator) too but get the same result!

I find some commands , are these suitable for me?

cacls c:\recycler /t /e /g Administrators:f

cacls c:\recycler /t /e /g everyone:f

The picture is shown as attach file !

If I want to run cacls commands , what should I use ?

My drive is NTFS ! (attach file)

I run these commands in safe mode but no reaction !
(I mean no success or fail message appear)

cacls c:\recycler /t /e /g Administrators:f

cacls c:\recycler /t /e /g everyone:f

I also find that :
1. the files in recycle bin can be restore .
2. right click the files (delete from E Drive) in recycle bin
choose " delete " > can be deleted successfully .

Re: Urgent ! Can't empty recycle bin

It might be possible that the recycle bin on drive E might be corrupted. You can try to delete the recycler folder, Windows will recreate it when you will restart. After that from a command prompt use the below command:
rd /s /q e:\recycler

The file De4. means the 4th file deleted on drive e, the Recylcle Bin uses this information to keep track of deleted files and to restore them.

The problem still exit !
The file cannot delete directly by right click recycle bin !

After run the commands and reboot .
1. Right click the recycle bin > delete >
get the message " Can't delete De4. " still
2.when I delete the files in drive E , the file cannot find in recycle bin ...
It seems delete directly !

if I want to run " chkdsk e: /f '' , is it save ?

cd\
chkdsk e: /f

Edit:

After running " chkdsk e: /f '' and reboot !
The problem is solved !
