Lsass.exe - system error or Isass.exe - system error

OS = Windows XP

I am receiving the following error message when booting:

Isass.exe - system error

Security Accounts Manager initialization failed because of the
folloiwng error: The handle is invalid. Error Status: 0xc0000008.
Please click OK to shutdown this system and reboot into Safe Mood,
check the event log for more detailed information.

I click OK and the boot just loops to the same error message.

I have tried pressing F8 at startup and boot into Safe Mode but get
the same error message.

I have tried pressing F12 at startup and run reinstallation from a
CD-rom, but get the same error message.

I have tried booting from a floppy boot disk and get the same error
message.

Any help is appreciated.
