spooler subsystem app error

i keep getting this error page every time i turn on my pc. i had service pack
2 before 1 and i deleted it because of the anoying firewall and reminders. it
felt like pop ups at times. but i also had just recently reinstalled windows.
i noticed i cant use my dvd/rom because it wont show up in "my computer".
today it showed up and i cant use any programs or cds. it wont even read the
program logo. is this problems caused by this spooles sub system or is it
something else. what is spooler subsystem anyways?

If your CD is connected by a USB port, try refreshing the USB device
drivers.

Go to Start/Run, and type DEVMGMT.MSC , highlight the device, Action menu,
"Uninstall", then restart Windows, to find the device drivers again
automatically.
