cannot open hard disk, error "Access to the resource ‘C:\’ has been disallowed"

OS: Windows XP...

Very Very Important..Urgent Pls Help
1)Unable to open the HDDs’ A dialog box comes titled Address Bar and with msg “Access to the resource ‘C:\’ has been disallowed.
2) When i try to right click, 1st two options has a junk display..the list continues correctly though from defragment, Search, etc
3)Run is also not visible in some user accounts, EVEN in user accounts where the RUN is visible, when i click RUN, a dialog box titled Restrictions opens with a msg ‘This operation has been cancelled due to restrictions in effect on this computer, Please contact System Administrator.
3)While I try to download something from Mozilla/IE, it auto closes.
Whenever opening Mozilla, a tab with Google comesup in some unknown language page.

Techies, PLS PLS help me…ALL important data are present in my system.

May be some problem with the system administrator. He might have implied some new restrictions because of which you are not allowed to do that. do one thing ask the system administrator to remove the NoRun policy restriction if permitted. with the help of that you will not get to see any such kind of problems. Do work on them and that will be helpful for you.
