explorer.exe crashes on Control Panel or Windows Explorer close

After installing the KB951847 .NET Framework update, I am getting an error message that says "Windows Explorer has encountered an error and has to close" whenever I close a Control Panel or Windows Explorer window. I am running Windows XP SP3 on my computer. This update failed to install first and I have to uninstall all .Net Framework updates, and then reinstall and reapply them. Also, there are sometimes that Dr. Watson also crashes. Below is the complete detail that I am getting in the Event Logs:

Thanks for the suggestions, I will try to follow the clean boot and different methods that you have given me. But I want to let you know that, its Windows Explorer that is crashing, not the Internet Explorer.

I know that you mean Windows Explorer and not Internet Explorer. In your case you will find malware that is causing your problem or badly written Program causing the shell to crash. You can download some free anti-spyware programs like SuperAntispyware to get rid of this problem.

Will it be possible for you to copy and paste the Event Viewer logs from your pc to here? Try to open a notepad and then customize or minimize to the taskbar as you will need it later for this step to copy the error message on it. Open a run command and type in eventvwr.msc and then click ok and you will get the Event viewer control Panel.
