Can only boot up in safe mode command prompt

My system fails to boot up properly. It was working fine. The system was working slow so I installed some tune up utilities in the same. I had also installed a registry cleaner. After running the system simply crashed. I can only boot it in safe mode with command prompt. I m having more than 200GB of data in that. I cannot directly format without taking backup. I am having hundreds of emails in Outlook. I had tried to restore the system but still it does not work. On the regular boot it freezes a lot and the same issue also occur in safe mode. It only works well in command prompt.

There is two way to save your data. First you can simply use a bootable LiveCD to backup your data. And second thing you can run a repair setup using Windows XP bootable cd. Just insert the disc boot your system and then press R to run the repair setup. LiveCD is the safest way to copy your data. For outlook you an simply copy the pst files from C drive and save it somewhere. Try running a repair setup first. I think that will fix the problem.
