Windows Installer Error

I dont know why am getting this error message "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if Windows Installer is not correctly installed. Contact your support personnel for assistance." I am not able to install or uninstall certain applications. I did try the fixes given at microsoft website but that didnt work. Please help me out.

You can simply use a Dial a fix and then run it and choose "Windows Installer", and after some time it will start to work.

So I did a system restore back the some day before i installed SP3 and the issue seems to have gone. Thanks for the replies.
