My computer is giving me the above error at start-up and i can't find how to
get started on the recovery consule, any help is appreciated

trying to follow this article, but i don't get to a start up screen i just
get the dell page and then to the error screen, do i have to do something in
the f12 boot menu?

You have set it to boot from the CD drive.
