Add/Remove Programs choice missing from Control Panel

Add/Remove Programs choice missing from Control Panel

When I open Control Panel the add/remove programs doesn't appear. I know
it's there somewhere because I can run appwiz.cpl and it appears. How can I
restore it to the control panel list?

Rightclick a blank spot in the control panel folder, New, Shortcut, Put
'appwiz.cpl' in the command and name it "Add or Remove Programs"

New does not appear when right clicking blank spot. Doesn't this require
pasting?
