failure - security options logon process has failed to create dial

On a daily basis, my computer slows to a crawl. Control Atl delete yields,
after a long black screen, “failure - security options� “logon process has
failed to create the security options dialog.�Have run complete checkdisk and
hard drive tests and everything comes up okay. No events shown in event
viewer. I see postings of this problem all over the internet but no
solutions. Anyone at Microsoft have an idea?

I've had the same problem, and mine even begins when I first turn the
computer on. It boots up VERY slowly, and when I try to open internet
explorer, or any other programs that I have on my computer they either won't
open, or after a couple of minutes they lock up and say "Not Responding".
When I ctrl-alt-del the same thing happens...black screen and then the same
error message. After extensive research on the web, with suggestions such as
replacing your entire hard drive (and since I got my computer a month ago,
definitely not feasible), I found a suggestion that actually worked for me.
I had an antivirus software installed which included spyware software, and
then I also added another spyware software as well, figuring that what one
didn't catch, another would. Apparently there is some sort of software
conflict in having both these programs together, even if they don't run at
the same time. I uninstalled the second spyware program, rebooted, and now
my computer is as fast as it was the first day I got it, and the cntl-alt-del
works normally.

Thanks for the suggestion. I run only Trend Micro Internet Security and never
have used another virus/spyware program. (I turned off Microsoft's security.)
Symantec came on the computer, but I removed it right away. Following up on
your suggestion, I cleaned my registry and then manually removed any mention
of Symantec or Norton. (They never remove cleanly.) I'll let you know if it
continues to happen. I hope this does it!

Yes, do let me know if that works. With all the postings on the internet of
people that are having this problem and virtually no solutions listed by
anyone (including Microsoft), I'm curious about this.

I'm having this same problem also. I recently installed SP1 and after letting the automatic updating install updates last night, I keep getting this error. I've had to manually turn off the computer about 6 times this morning.

I just hit this as well. I'm on Ultimate 64. I let it run its course for a
good ten min finally hitting CAD... still nothing for a good 5 min... HD
getting hammered the entire time. Finally said dialog. Hit okay, more
unresponsiveness. Power off. My first big Vista crash. :(

For what its worth my "Failure Security Options" problem seemed to coincide with installing SP1 for Vista. I got along OK without it before so I got in to safe mode and deinstalled it and everything so far (2 start ups later) seems OK. I'll blieve I've finally solved it when it's been alright for a couple of weeks.

I had problem after installing SP1. And it has been solved by following this - Logon Process has failed to create the security options dialog

Unfortunately, that did not solve the problem. But I've discovered that it
happens when vista backup (set to backup to an external western digital
mybook drive) comes on automatically, and I happen to start a progam. The
program then crashes, the physical ram gauge spikes to 99% and gets stuck
there, and everything slows to a crawl. Control ALT Delete will then
(evenually) cause the logon error message. Then, unplugging the external
drive will eventually get the physical ram gauge to go down (to about 15%)
and the machine's performance will improve but not come back to normal. Only
rebooting makes it useable again. For now, I'm going to disable automatic
vista backup and see what happens.

I down loaded spyware doctor 5.5 with antivirus, took off AVG
and installed and ran the new one. Found a few things but nothing bad.
Searching on the internet proved that no one really has a clue.

Except for the posts on bad hard drives. I have two 500gigs a maxtor as
drive 1 and WD as drive 2 downloaded and ran tests, S.M.A.R.T was fine on all
drives. Drive tests also tested good except for one small problem. My SATA
cable was causing an error. I changed the cable and so far all is well
almost 24 hours with out a slowdown or error.

Off all the posts I have read none had suggested changing the HD cable.

Now I've got it too on a new laptop. I believe at time(s) of occurrence, I’m
“pushing� the laptop with multiple screens and clicking faster than it wants
to react and then…

The open screen hazes over to opaque whitish colour accompanied with
non-operational keys and mouse, then the screen goes black, the mouse cursor
is visible and movable but I cannot right click and get any anything to
happen. The keyboard does not produce
anything except an alt-ctrl-del which brings up a dialog box…

Only steps I can get to work to proceed:
Shut down (hard/improper via OFF button) and then restart in SAFE mode; wait
to load software completely, then restart in normal mode.
It’s happened a few items with multiple web pages open, with me trying to
download faster than I’m allowed. Also, it’s occurred in MS Outlook with
perhaps 4 messages open and trying to attach a file to a response. File was
a single page MSWord in .rtf format, text only.
It’s not consistent. Google search with key words from error message show
this is not just a Toshiba issue.

C'mon MS, this shouldn't be happening. Somebody help us. Jim

This last post describes exactly what I was experiencing. The same
opaque windows, the same lockup and the same black screen before getting
the error message. The last resort being holding the on/off button down
and rebooting.

Now I'm having problems loading up in safe mode and if it turns out
that the repeated on/off button shutdowns have damaged my HD I will be
pursuing this with Microsoft.

I'm at a complete loss. Any further help/updates?

I'm having the same problem as you mention here. it is driving me completely
insane, as I use my computer as many of you, to work.
it seems several times a day, my computer freezes, usually when I'm using
Outlook and windows Explorer, the windows appear whiter, then they don't
respond at all.
And when I push control alt del because I can't use the computer anymore,
this message appears:
"logon process has failed to create the security options dialog, Failure-
Security Options"
The only way to use my computer again is to push the ON button, probably
damaging my hard drive.
This is very annoying to me, and I see through google, that many people have
the same problem, and not a solution at all.
Microsoft, please give asolution!
I have a HP Pavilion dv 900o but I see another brands have the same problem,
such as Toshiba and DELL users.

My problem is the exact same.
Every time I install SP1 to Vista home premium.
First time was a few months ago when SP1 was offered. The update took ages
and then the problem started. After giving up trying to find a fix, I
uninstalled SP1 and everything was fine again. I did the same a few weeks
later and finished up uninstalling SP1 again..
2 days ago I installed SP1 and hey presto, it worked, and my PC even seemeed
faster. Although I was using it mainly for the internet.
However, this morning I started it up, and the freezing problem has
returned. I even let it slowly go through my commands and I nearly got it to
restart itself, but I had to press/hold the start button after an hour of
waiting. I had been running word 2007 and media player when it froze.
It happened on about 3 restarts, but on the fourth time it seems okay (it is
running now) I have only used the net to try and find a solution, but there
still doesn't appear to be one. I had hoped that 3 months on from the first
freeze, that microsoft would have a fix, but I can't find one.
So I may give up soon and go back to my system restore or deinstall SP1.
Don't remember which I did before.
I will search the net for solution for a while before I give in.

I am yet another person with this problem, only mine started within weeks of
getting my computer; however within the first few months it only occured on
rare occasions so I had just (wrongly?) assumed that there had been some
issue with something I was doing. I have followed advice on forums as to how
to get rid of it, from changing AV programs to uninstalling and reinstalling
software to mucking around with the HD and nada.

Some unpleasant side effects of these crashes are that now Windows Security
Centre doesn't always recognise my antivirus and often when I'll restart
after a crash my firewall is down, amongst other bugs with programs that had
been open at the time (settings or content wiped etc). I'll also find that
upon restarting the computer I have to leave it for anywhere up to twenty
minutes before it gets to the login screen; I'll just have a screen with a
blinking cursor after the initial Dell splash screen. Only thing I've found
is that sometimes getting up and leaving it for half an hour lets it get back
to where it was. And sometimes not. Either way, it's very very frustrating
and whenever I have called help lines nothing has been resolved.

Please help, Microsoft :S

In reply to my own post, I *think* my crash was a direct result of an errant
program (not an AV checker, BTW) consuming all system memory until the
machine was dead. Gets me thinking there must be some way of protecting
against this kind of application failure in the OS... like maybe the OS
detecting the end is near and throwing up a warning dialog... "are you sure
you want to let this program make your session die a horrible death quite
possibly resulting in loss of data?"

Its possible that this is a hardware issue due to intel drivers, I found
this link while searching on behalf of a client 'Intel® Matrix Storage
Manager - Intel® Matrix Storage Manager support'
(http://support.intel.com/support/chipsets/imsm/) also from other
threads i've read seems that replacing the hdd with a completely
different one has fixed errors. However thats not a very good option for
most people so before doing that; if you are using sata hdds & dvdroms
you can try moving the dvdrom/cdrom to another sata port, like if its in
port 3 try 5 if you have one. same goes with the HDD, also try
unplugging any extra hdds external/internal ones not used to try and
isolate the problem.. please let me know if this has helped anyone!

Well, I wish I had known this issue was so pervasive before I bought a
new computer with Vista on it.

I'm having the same issue, just started today - just bought my computer
one month ago. Unlike many of you, however, I am not running two
virus/spyware software packages and have not upgraded to SP1... so it
sounds to me like this is a serious issue that Vista has, with no real
fix.

When I talked to my boyfriend about it, he said "I think that's why
Microsoft is coming out with a new OS... because Vista is screwed".
That doesn't help those of us who don't want/need to invest the money in
a brand new operating system.

I honestly hope Microsoft is aware of this problem, aware of how
prolific it is, and willing to work on a fix for it - because it's
ridiculous to have a non-working computer less than 4 weeks after you
buy it.... especially when my entire paycheck relies on it operating
successfully.

Hi, I have quite a simillar problem, although not so serious yet...
usually after letting the computer somehow idle for ten or fifteen minutes (not precisely verified) it freezes - sometimes even gradually, like that I can still switch windows and click here and there, but eventually everything is blocked, including task manager and clock. And then black screen and the famous message - Failure - security options -> no other option than cold reboot.

The computer seems to last for a long time as long as I am working, but on the other hand, it freezed even if I did nothing else after the reboot than let play some music in Media Player.

In the log there is nothing else than a warning that the system was not shut down correctly. It started quite suddenly, but restore to a previous point didn't change anything.

It's an ASUS F3Sv laptop, one and half years (actually Vista's been there for a year), HDD is Hitachi I think.

It seems that many people have/had this kind of troubles, however there was a hell lot of probable causes and solutions. Thx anyone for any help...

*The same thing happend to me too!!! *My- MainGear pc.tech I worked with
told me to box up my whole unit and mail it to him.- Now I'm wondering
if I need to forward him this feed.... I had used AVG (it came with the
new pc) found a faster loading smaller file anti-virus avast and like
it. Every week I have also did the whole scan thing with windows live.
Then error message Logon has failed to give security option. security
options failure 0x76210999 0x762F0999 1/0 error status 0xc000000. the
hangups reboots blk screen with mouse curser working, etc.... The thing
that is different on mine is after a vista reinstall (since the system
repair didn't do the trick) my hard drive just disappeared!!! Now I have
a new pc with nothing:-(
