Network and Sharing Center Freezes, Taskbar icon doesn't work

I have a Windows Vista system connected to router via Ethernet cable. There is no problem in Internet connection but when I try to Open Network and Sharing center it takes about 5 to 8 minutes to open and thereafter It wont allow me to click anything. Also I cannot close this window, neither from task manager unless I restart explorer.exe

Apart from this the network icon in the system tray always says I’m disconnected though am connected and able to browse web. Any idea what is wrong with my Vista?

To fix it follow these steps:

• Right click "Computer"
• Click "Manage"
• Under the "System Tools" section, Double click "Local Users and Groups"
• Click "Groups"
• Right click "Administrators"
• Click "Add to group..."
• Click "Add"
• Click "Advanced"
• Click "Find Now"
• Double click "Local Service"
• Click "Ok"
• "NT Authority\Local Service" should show up in the list now
• Click "Ok"
• Close Computer Management and reboot.

I came across Network and Sharing Center error - not responding when i was searching solution for the same problem. This article helped me to fix it. All the Best.

When I do as you say, there is no "Local Users and Groups" under "System Tools", the only entries are: "Task Scheduler", "Event Viewer", Shared Folders", and "Reliability and Performance"

To fix it follow these steps:

• Right click "Computer"
• Click "Manage"
• Under the "System Tools" section, Double click "Local Users and Groups"
• Click "Groups"
• Right click "Administrators"
• Click "Add to group..."
• Click "Add"
• Click "Advanced"
• Click "Find Now"
• Double click "Local Service"
• Click "Ok"
• "NT Authority\Local Service" should show up in the list now
• Click "Ok"
• Close Computer Management and reboot.
