    <cmd_output>
    F:\>set /a c = 0x20
    32
    F:\>net helpmsg 32

    The process cannot access the file because it is being used by another process.

    </cmd_output>

    Look in the logs and find out *what* file "is being used by another process"?

    Don't be surprised if you don't get a clear message about that,
    even if you enable verbose logging. In that case you could run ProcMon
    to supplement the log messages and allow you to infer the problem file
    and from there discover which other process was using it (e.g. using
    Process Explorer).

    An alternative would be to just stop unnecessary processes (especially
    interfering apps associated with security) and hope that that incidentally
    prevents whatever is causing the problem symptom. An easy way to do
    that (in part) is boot in safe mode.

    Good luck

    I got the same error, so I turned off all the security to my computer
    (firewall and antivirus anti-etc...) before downloading the update again and
    it worked. Just turn everything back on again as soon as the
    download/installation is complete... I tried to update in "safe mode with
    networking", but it did not work for me...
