NET Framework 1.1 updates won't install

I have 2 updates on Windows Update that will download but not install. One is
a security update for XML Core Services 4.0 SP2 and the other is a security
update for .NET Framework V1.1 SP 1. Neither will install. They give no error
message,only "failed".
Add/Remove programs has NET Framework 1.1 listed but won't Remove(I get an
error asking me to make sure it exists) The same for NET framework 1.1
Hotfix(KB886903). Those are the only 2 items on the list and neither will
"Remove".
The removal tool you linked in other posts here downloads but won't install.
I get a Windows Installer error: "This installation package could not be
opened. Verify that the package exists and that you can access it.."..etc
I have had this problem for over a year and have tried everything I could
think of to fix it but...no luck.

What "removal tool...in other posts"?

PA Bear I understand these directions what I dont understand is downloading
..NET Framework 1.0 Service Pack 3 I do not have this on my computer service
pack 3 yet ? Do I need to download this ? Should I skip this part ? Im
totally lost on this part ?

If Windows Update offers or offered you .NET Framework 1.0 Service Pack 3,
yes, you should install it. (NB: If .NET Framework 1.0 is currently not
installed, you only need to install .NET Compact Framework 1.0 SP3

Ok Let me explain this a bit better I was going by your instructions for 2007
to solve these problems , which i did in 2007 had the same problems back
then. The problems Im having now is with Microsoft .NET Framework 2.0
Service Pack 1 (KB110806) and Microsoft .NET Framework 3.0 Service Pack 1
(KB929300) I have service pack 2 with windows xp I do not have service pack
3 and have not been offered that at this time. Your instructions for the page
your sending people to say to install it , that would not be an option for me
.. The instructions you gave to every one doesnt seem to apply to me . Can you
help with these two problems. I have emailed Microsoft , so far no help from
them

I have been able to get the 1.1 update to install by going to add and remove programs and clicking "change/remove" on Microsoft .NET Framework 3.5 SP1, but just repairing 3.5 SP 1

I discovered that uninstalling all the .NET and reinstalling fixed the problem, but wanted to see just how little I could do and still get it to work.
