I have the same problem with MS.NET Framework, Version 1.1 ...... and can't
repair it and feel my computer is vulnerable. My IE isn't working properly as
well. I can't get the internet options to work (probably because of this
problem.)
I'm afraid to fool around with the registry. Any suggestions?
I have trouble too - same error code but I also have Microsoft .NET
Framework, Version 2.0 and that update installed no problem today. Do I need
to have Microsoft .NET Framework, Version 1.1 installed while already
having version 2.0 and also version 3.0 I have jusy found out?

Please try the following:
Check the My_Computer_Zone has FullTrust permissions enabled:
1. Click Start
2. Click Control Panel
3. Double-click Administrative Tools
4. Click to select the latest version of the Microsoft .NET Framework
Configuration tool.
5. Drill-down to Runtime Security Policy
6. Then Machine
7. Then Code Groups
10. All_Codes
11. Then Right-click on My_Computer_Zone.
12. Click the Permission Set tab
13. Verify and/or change permission set to FullTrust.
14. Reboot the machine
15. Try the installation once more and see if this works for you.

Success at last:)
1. I uninstalled 1.1 using add/remove programs from Control Panel
2. Ran Windows Update 3 times to:
a) Install 1.1
b) Install 1.1 service pack
c) Install KB928366
Thats it for me! Phew!
Fixed for me by uninstalling 1.1 then running windows update to reinstall
(had to run 3 times to get all the updates etc for 1.1)
I have had the same problem for 2 or 3 days. Critical update etc and KB928366 downloads Ok and initializes but then is not installed and error 0x643 comes up.
Read the previous posts but none really helped but I solved the problem this morning as follows: -
1. I uninstalled Microsoft.Net framework 1.1 using my system mechanic uninstall option; maybe control panel uninstall will work but sometimes it doesn't work fully
2. Then used microsoft update to install Microsoft.Net framework 1.1 ( Ialos have network 2 & 3 But appears to need 1.1 as well.
3. Used update again to get the service pack 1 - Ok
4. Then used express update again to get KB928366 and this time it installed perfectly.
Solved - looks like there is something in the previous install that KB928366 doesn't like but the process above solved it.
I have a similar, but slightly different problem. I successfully installed the security update for Version 1.1 Service Pack 1. The update installs and gives me the message "You have successfully updated your computer," and the installation icon disappears. However, about five minutes later the icon reappears with the note, "Updates are ready for your computer. Click hear to install these updates." When I click, it is again the security update for Version 1.1 Service Pack 1. I have installed it about 10 times, but the icon still reappears. I have rebooted and the problem still exists. I tried to uninstall 1.1, but like Stu, although it is listed in my add/remove programs, I get an error message that states, "The installation source for this product is not available. Verify that the source exists and that you can access it."
The issue can be caused by a damaged .NET Framework component. At this time,
