Check the known issues to see if that's relevant:

Have you tried a manual download and installation?

I also have this problem with Security Update for Microsoft XML Core Services
4.0 Service Pack 2 (KB954430) and the manual download states that the file
path does not exist thefore the download could not be completed.
Are there any other fixes to this? It is quite an eyesore seeing the windows
update icon even after the update has been downloaded.
I have the same issue. This is similar to a previous "must update for
Microsoft XML" with KB955305 where this would not install correctly?
Microsoft provided a workaround for this one.

I have this exact same problem. I googled it and ended up here. I hope a solution is found soon.
I have the same problem. What is the answer?
Hi,download the package from microsoft url then install it manually,if u get that log creating error when trying to install, just right click mouse button over program icon, and run it with "execute as administrator",then u will have options to install or remove that problematic package, use to remove first, then do same process again and install it back, this will fix that issue.
The process would be a bit more reliable (i.e., work for more people) if you
boot to Safe Mode for both the uninstallation and the reinstallation. Also, if
I remember correctly Automatic Updates doesn't run in Safe Mode so this would
avoid the need to turn it off and on again.
jesus,
why so coplicated?
download the standalone updater and run. u will be ask if u want to modify,
remove or repair. remove it. will remove the 100 times installed update.
then run
once again. u will be ask if u want to install it. install it if neccessary.
then
hide the update in the update center. (tested on x64 Vista Ultimate).
i think the solving way for xp for dummys would be the same way above but
before start, deactivate the win update temporaly.
