    this worked:
    with the update hidden go to http://support.microsoft.com/kb/890830.
    download the most recient kb890830
    go back and unhide the entry in windows update.
    when it checks for current downloads it says you are all up to date.

    I've been attempting to download this tool for over two months. I've
    followed many of the steps outlined on these boards but nothing has worked.
    It's incredibly annoying, and I worry that other updates will not come
    through.

    If Rich’s suggestion doesn’t work for you, this may:

    After automatic updates repeatedly asked me to install the Malicious Software Removal Tool (KB890830) within seconds of completing this very operation, I tried installing KB890830 from http://support.microsoft.com/kb/890830 . After the manual installation, I discovered there was a policy preventing the extraction of msrstub.exe. Searching the registry for stub.exe I found the offending entry to be in:
    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Safer\CodeIdentifiers\0\Paths\{be00b669-1c14-40c9-980c-c7256be250f3}
    ItemData was set to "*stub.exe". Clearing the "*stub.exe" from the data field of this entry allows MSR Tool KB890830 to install properly. I have found no ill affects from this registry edit.
    As always, use extreme caution when using regedit. Don't touch anything else. Just clear "*stub.exe" from the data field of ItemData in the above mentioned key.
