    cant update - 3 needed services running even though Update says no

    i recently upgraded IE to latest version about a week ago.
    now when i try to update XP i get this error
    --------------
    The site cannot continue because one or more of these Windows services is
    not running:
    Automatic Updates
    Background Intelligent Transfer Service (BITS)
    Event Log
    --------------
    but these services *are* running
    any advice?

    same error (0x8DDD0018)? when I tried to update, will ring 0800
    ph number (NZ)

    I contacted NZ MS and to load up BITS you have to go to URL-
    support.microsoft.com/KB/883614 and that will fix that (this was missing in
    mine) but you must check all items in the 11 check list.

    My 3 services were working fine. My problem seemed to be from 1 corrupted
    DLL which had to be re-registered.

    here is the email from micorsoft support that walked me through the
    correction:

    The issue may be caused by several factors, such as corrupted system DLL
    files, a corrupted Windows Update temporary folder, or stopped update
    services. In order to narrow down the cause of this issue and resolve it,
    let's refer to the following steps. Please access the Windows Update website
    to check the result after finishing each step.

    NOTE: Some third party programs can also affect the Windows Update service.
    If you are running any third party applications such as Spyblocker, Internet
    or web accelerators (programs designed to boost the speed of the Internet
    connection), security or anti-virus programs (Norton, McAfee, etc.), I
    recommend we temporarily disable or shut them down and then try accessing the
    Windows Update site later. Please be sure to enable them again when
    completing the update process.

    Step 1: Register DLL files
    ===================
    By trying this step, we can check if the update engines are working properly.

    1. Close all instances of Internet Explorer.
    2. Click Start and Run, type "REGSVR32 ATL.DLL" (without quotes) in the open
    box and click OK.

    Note: There is a space between REGSVR32 and ATL.DLL

    3. Similarly, one by one, register the files listed below:
    REGSVR32 MSXML3.DLL
    REGSVR32 WUAPI.DLL
    REGSVR32 WUAUENG.DLL
    REGSVR32 WUAUENG1.DLL
    REGSVR32 WUPS2.DLL
    REGSVR32 WUCLTUI.DLL
    REGSVR32 WUPS.DLL
    REGSVR32 WUWEB.DLL
    REGSVR32 QMGR.DLL
    REGSVR32 QMGRPRXY.DLL
    REGSVR32 JSCRIPT.DLL

    Note: Please try and register all the files. While registering each .DLL
    file you should get a "succeeded" message. If you encounter any error
    message, please let me know the exact wording.

    If the issue persists, let's move on to the steps below to verify Windows
    Update services and temporary folders.

    Step 2: Verify the relevant Windows Update services
    ========================================
    1. Click Start->Run, type "services.msc" (without quotation marks) in the
    open box and click OK.
    2. Double click the service "Automatic Updates".
    3. Click on the "Log On" tab, please ensure the option "Local System
    account" is selected and the option "Allow service to interact with desktop"
    is unchecked.
    4. Check if this service has been enabled on the listed Hardware Profile. If
    not, please click the Enable button to enable it.
    5. Click on the "General" tab; make sure the "Startup Type" is "Automatic".
    Then please click the button "Stop" under "Service Status" to stop the
    service.
    6. Then please click the button "Start" under "Service Status" to start the
    service.
    7. Please repeat the above steps Background Intelligent Transfer Service.

    If it still does not help, let's proceed to step 3.

    Step 3: Reload the Windows Update temporary folder.
    ========================================
    One possible cause is that the temporary folder for Windows Update contains
    corrupted files. Let's erase all the files there to get the system clean.

    1. Click Start, Run, type: cmd and press Enter. Please run the following
    command in the opened window.

    Net stop WuAuServ

    2. Click Start, Run, type: %windir% and press Enter.
    3. In the opened folder, rename the folder SoftwareDistribution to Sdold.
    4. Click Start, Run, type: cmd and press Enter. Please run the following
    command in the opened window.

    Net start WuAuServ

    Please test the issue again via the Windows Update website and let me know
    the result. If the issue persists, to clarify the issue and provide more
    accurate troubleshooting steps, please assist me in collecting the following
    information.

    How to capture a screenshot
    ======================
    1. When the error appears, please press the Print Screen key (PrtScn) on
    your keyboard.
    2. Click Start, click Run, type MSPAINT, and click OK.
    3. In Paint, click Paste under the Edit Menu, click Save under the File
    menu, type a file name for the screenshot, choose JPEG as "Save as type",
    click "Desktop" on the left pane, and click Save.
    4. Please find the screenshot on the Desktop and send it as an attachment
    to: v-30bren@mssupport.microsoft.com

    How to collect System Information
    ==========================
    The System Information can provide us with more information about the
    current status of the system. I would like to check it for you. Please send
    it to me using the following steps:

    1. Click "Start", go to "Run", type in "MSINFO32" (without quotation marks)
    and press Enter to start System Information.
    2. On the popup window, on the menu bar, click "File", and click "Save to";
    save it as an NFO file, such as "system.nfo" to your local Desktop.
    3. Find the file, right-click on this file, click "Send To", and click
    "Compressed (zipped) Folder".
    4. Please send it as an attachment to v-30bren@mssupport.microsoft.com.

    How to collect the Windows Update log file
    ================================
    Note: Since there are two Windows Update log files with similar names,
    please be aware that I am requesting the "WindowsUpdate.log" file without a
    space in the middle of the name.

    1. Click on Start, Run and type "WindowsUpdate.log" (without the quotes)
    2. Click on the OK button. We will see a file named "WindowsUpdate.log"
    3. Now click on the "File" menu and then click on the "Save As" and select
    "Desktop" in the "Save in" option on the top of the window.
    4. Click on the Save button. The file will be saved to your Desktop. Please
    send the file as an attachment in an email to
    v-30bren@mssupport.microsoft.com.

    Note: When attaching files to emails, the process will vary depending on the
    email application being used. While you are composing the email, most
    applications will provide you with either an "Attach" button or Paper Clip
    Icon to click in order to attach a file. After clicking this button/icon you
    must browse to the file you wish to attach and select it by either double
    clicking it or clicking it once and then clicking on the "Attach" button.

    Please also let me know which programs have been recently installed. In
    addition, is this is a home computer or a work computer? If it is a home
    computer, does it connect to the Internet directly or through a network
    device? If it is a work computer, is the computer in a domain?

    Thank you, Ross, your post helped me get Windows Update working again..

    The 3 services were running, I just had to re-register the DLL's and that
    solved it.

    I just registered to post that this worked for me.

    Registered on this site just to say thank you, the solution listed worked.

    Aside from the services (there were problems starting them but this persisted after correcting the startup of the services), the registering of these DLLs resolved this issue.

    Specifically:


    1. Close all instances of Internet Explorer.

    FYI for the nublets, it takes a few seconds only if you use shortcuts
    I copied "REGSVR32 " to my clipboard (CTRL+C) then used (Win+R), (CTRL+V) and then type the name press enter twice and move to the next one. Took about 15 seconds total.
