Problem Accessing WU: 0x800C0002

(Windows 2000 with IE 5.01 SP4, both fully-patched)

This month's updates were downloaded manually then checked against the
list returned by WU for completeness. The updates were then applied
manually. WU was then restarted to verify the status of the updates. A
dialog requesting, I think, an ActiveX download from MS flashed on the
screen followed quickly by IE aborting. WU was restarted which then
allowed the ActiveX download but now WU fails with error number
0x800C0002. Tried the usual clearing of cookies and cache, disabling of
AV, and rebooting to no avail. Any help?

Assuming this is a sudden new problem, try again in a few hours or so & see
if the behavior persists. The update servers are absolutely swamped right
now.

May I ask why the computer wasn't updated via Automatic Updates or Windows
Update website to begin with?

The ActiveX update request was unexpected in that WU had already updated
its components the first time I ran it in this update cycle. It's now
failing at the point where the message "Checking if your computer has
the latest version of Windows updating software for use with the
website..." is displayed. I'll try again later. I believe this is the
first time I've had this problem.

Would it help if I were to delete the WUWebControl Class object and try
again? Judging by the date of the control, I think this was what was
updated by the subsequent download request.

I have a slow connection so I prefer to download and file the individual
updates in case I need to reapply them.

Trust me: That was a "timeout/server too busy, go away & try again later"
error. Bazillions of users are trying to install the Dec-09 updates right
now. My windowsupdate.log shows several instances of "Update is not allowed
to download due to regulation" from the last 5-6 hours:

display the status of downloads when you enable the Automatic Updates
service

The problem persists. The reasonable approach seems to be to remove
this month's updates one at a time, starting with the one for IE, and
see the problem goes away. Is there anything I should try first?

The problem remains even after the removal of the updates so it's likely
caused by the download of the new WU components either before or after
the application of the updates. How can I force WU to refresh its
components? There's an update option when I right-click on the
WUWebControl Class from Windows explorer. Would that do it?

A reload of the Windows Update Agent with "WindowsUpdateAgent30-x86.exe
/wuforce" had no effect. Does anyone have a solution to this?

The problem with Windows Update was resolved by replacing IE 5.01 SP4
with IE 6 SP1. Expect to have to apply/reapply a number of updates
afterwards.
