Since you've provide noinformation as to the edition of Windows
installed, what Service Packs have been installed, and *which* updates
are causing the "problem", suggest you manually download the updates
from the MS Download Center and save them.
When the downloads complete, close all open programs and browsers and
install them one at a time, restarting the system *if* prompted to
    between each update's installation:
    http://www.microsoft.com/downloads/Search.aspx?

Enter the KB number of the "problem" updates into the " Search All
Windows Download Center " field and then click the magnifying glass icon
    to start the search.
EX: If the "problem" update is KB959209, enter KB959209 into the search
    field.
You can see which updates failed in Vista by opening Windows Update in
the Control Panel and then click the 'View update history ' link.

    Re: windows update_00000646

    There is no " windows update_00000646-windows update_dt000 ".
That is known as an error message. To resolve it, one customarily posts
which edition of Windows one is running and the *specific* KB number of
the update. Or, if one has never posted in a newsgroup, one reads this
*before* posting so that someone *may* assist them:

    How to ask a question
    http://support.microsoft.com/kb/555375

Hint: Open Windows Update in the Control Panel. Click the 'View
available updates' link. Write down the KB number of the offered updates.

Next, go here: Microsoft Download Center
    http://www.microsoft.com/downloads/Search.aspx?

Download the updates by searching for the KB number, save said updates.
When you have them all, close Internet Explorer, and install them one at
    a time.

I have Vista 64bit. I had the same problem, but after a bit of web/microsoft
searching, I found a solution. You have to turn off UAC. After I turned off
UAC, I was able to install the updates without any problem.

Go in Control Panel/User Accounts/Turn User Account Control on or off
(you'll be turning it off at this point) Restart your computer. Once
Windows is back up, install the updates. No problem. Once you're done
installing, turn UAC back on. This is simpler. You can do this in Windows
    Security Update.

    Re: "WindowsUpdate_00000646" "WindowsUpdate_dt000"

I'm getting the same message for my downloads, I have Vista, and the downloads are for security updates for Microsoft Office 2007. I'm not computer literate in any way...how do you safely turn off UAC and what is it...
