Does anyone know what this recommended update is?

Whatever it is - don't get it from Microsoft.

If you need an update for any hardware on your computer - visit the hardware
manufacturer's web page and get it directly from them. Microsoft did not
create nor do they directly support the device in question - why would you
depend on them for said support? ;-)

it says it will be available in August 2009 for $170. its a high res
webcam. so MS folks are pushing the driver now i guess.
