windows XP Chinese language only available

Just returned from China with laptop that is only read/write chinese. How
can I get Windows XP to communicate in English, is a download from MS
available to fix this for English users of XP home. The language extension
in Control panel was explored whilst still in Beijing but the english
extension was not included / available and could therefore not be added in to
the existing operating systems tools. Machine is an ACER aspire 10" Intel
atom processor and there is no dvd drive at all.

You got what you paid for: You purchased a Chinese-language version of
WinXP. If you want to be running an English-language version, you'll have
to format & do a clean install of a full, retail English-language version of
WinXP.

PS: We deal with Windows Update (as in http://windowsupdate.microsoft.com)
here, not upgrading Windows.
