BITS will not start, gives "File Not Found" error

I've got a Dell with XP Windows Media Center (it's a laptop) installed.
Removed a ton of malware and such from it, and have resolved most of it's
issues. initially, I couldn't get service packs to install, as one of the
pieces of Malware had mucked with file permissions in the registry. I solved
that with a special MS tool to reset all the registry keys and file
permissions, and I was able to re-apply and install SP3 (which was failing).

Now, the only issue left is that the BITS service fails to start, with a
"File Not Found" error message, but it does not tell me WHAT file it can't
find.

I've tried to re-install BITS, but the version installed is later than what
I've been able to find to download for a re-install.

I've also not been able to find any KB articles that reference this specific
issue or problem.

Any help anyone could provide would be GREATLY appreciated.

You've got (much) more work to do.

1. See if you can download/run the MSRT manually:

2. Run this online scan (in safe mode w/networking, if need be):

3. Run a /thorough/ check for hijackware, including posting the requested
logs in an appropriate forum, not here.

If the procedures look too complex - and there is no shame in admitting this
