For that you might need to run windows repair. Before that try to boot in safe mode by pressing F8 at the start. If you can enter safe mode then first run system restore. Or else insert Windows bootable disk and run Repair your Computer process. This will fix some startup process where there are maximum chances of your systems working.

If it is windows error recovery when windows loads up and you are not able to open any program then it is the fake virus going about. Using the above post system restore to before this virus happened. After that install the following programs:

Ccleaner
Avast
Avira
Malwarebytes
Spybot
Superantispyware

Run ccleaner and choose run cleaner. This will delete temporary files and quicken scan times. Next you want to run full scans with all the above. I normally run all scans at the same time. After scans are completed remove all infections, restart the computer and remove all the programs installed and you will be good to go

Error recovery is a method by which you can fix up corrupted file. There are certain automated options by which you can restore the missing file and the most common is Windows bootloader. One thing you can do boot in safe mode and run msconfig. Choose the startup option and disable not required services. It is possible that there are certain corrupt system files.
