increase users inbound and out bound e-mails

I was suppose to increase users inbound and out bound e-mails to 20MB
In my Newbie error I set her mailbox to 20MB, (insert teasing comments here)
I then rectified this and set her e-mail inbox size to default in Exchange 2007.
I also set her inbound and outbound limit to 20 MB.
It has been over 1.5 hours and outlook is still saying she is over limit of her 19MB max...

I double checked with a co worker and all seem fine under her exchange account properties.

    Please help.

P.S> I have recreated her mail profile in Windows 7 (her local PC) and this did not change anything.

Well, I think that an aftermarket add on program that is set to monitor for specific phrases and words (including users that are no longer valid) should be extremely beneficial to you. All email swells a little (~1/8 or 12.5%) because of the conversion to 7-bit transmission from a binary file. It is not unreasonable to have to increase your maximum size to accommodate the biggest file size you want your users to be able to send. This is an issue on all mail servers, open source or otherwise.
