It might occur if your system had got corrupted. In this case, you would need to run System File Checker scan. Follow the instructions as given below:
    1. Click on start icon
    2. Go to Accessories
    3. Select command prompt
    4. Type: sfc/scannow and press enter
    5. Wait for sometime till it gets completed
    6. If there is any corrupted file it will ask to insert your Windows Media Center and press enter
    7. If there is no problem then and your system is fine you will get a message saying it did not got any violations
    8. Now close your command prompt by typing exit
    9. Reboot your system again

I would like to add that I had the same issues with my system and it was solved by following steps given below:
    1. Click on start
    2. Go to control panel
    3. Go to programs and feature
    4. Select Internet Information services
    5. Go to World Wide Web services
    6. Go to Common HTTP features
    7. Select Static content
You need to wait for a certain amount of time as it will consume more time than expected.
