Front Page 2003 Install Problem

I have Front Page 2003 Upgrade installed on my computer. I am trying to re-install it. It give me the following error:

The insallation source for this product is not available. Verify that the source exists and that you can acces it.

I am the administrator so I have complete access to everything.

2. Run Office XP SP1 again
