How matrix organizations use Project 2007 to plan?

We are matrix organization, use Project Pro 2007 with Project Server. Isee how Project calculates the duration, works, units values for a task. But for us a least, in many case the duration of task much longer than the work needed to complete the task. Other words, development task estimated to take 120 days to complete but only 600 hours. This because developer spend time on non-project work (so we say resource have 75% max or 6 hour dayes), AND developer work on other projects too, so 6 project hours split to a few projects at same time.

How can organization like us use Project to let more time for tasks than hard calculation? Do not want to change each assignment unit percene, and we worryt about to try the leveling.

    Thankyou very much for helping.

From what I have seen so far, the Project Server security model doesn't accommodate matrix organisations very well at all. Unfortunately you'll have to micro manage the security via groups/categories to achieve these requirements. Team Members should be added from the whole resource pool (grant read only rights easily by adding members to project team).
