Smart Paste Assistance?

Maybe you guys can help me:

I’m trying to configure the following (on a server level, 500+ users):

Let’s say I’m in a form and want to copy a text from another application without leaving or minimizing the application I'm currently working on. Is there a way to configure a hotkey that would paste the info into the form? i.e. if I press F11 for example, it would open up a menu and I would have to click only on the choice I want and it will paste it into the form.

Any help would be greatly appreciated. Thanks!
