Yes Office Web App is more like a virtual office application that you can use anywhere. Right now I had worked on Word, PowerPoint, Excel and One Note on this. The interface of this application is very similar in interface of desktop applications, but obviously with many features are less as compare to the full version. But on the same hand it fulfill perfection and certainly can become a strong competitor to Google Docs . The Redmond company offers up to 25 GB of storage for free with SkyDrive, which is not bad to start.
