Urgent Windows Vista

Okay let's get down to business!
Well, my computer is actually being really weird ever since i download Tune Up Utilities... And I clicked okay.. To everything without reading it.
So now i can't open up any of my default programs like.. Almost everything on Control Panel i can not access
I can't uninstall programs..
An error occured while trying to install ************* It may have already been uninstalled..
Except.. It says that.. For every file..
The other error.. Is ''The specified service does not exist as an installed service''
... To almost every program.
please i really need help.
Because,
I'm only 13.
And i can see .. Like.. Sorrow in my dads eyes.. But he tries holding it in..
Because.. A lot of things have been happening .. So please !

It can be fixed by using System restore. It can be due to virus issue or some incompatible software which is causing the issue. Click on Start > Programs > Accessories > System Files > System restore. In that choose a old date and then check back. If still the issue occur then you will need to run a repair of Windows Vista from the bootable disc.
