Error while Downloading Flash Player

I have a desktop and it is been installed with Windows Vista. I was trying to download Flash Player but was not able to as I get an error message while downloading and that is "Unable to load a GUI" I do not know what could have been the issue? Please do help me out so that I can make the desired changes to be worked. It would be better. Hope to get a solution.

It could be that the application or the system is not able to support well in order to get the application to be downloaded. It would be better that you check out for the change that is by making the application to be downloaded in safe mode. install it and then restart the system under normal mode.
