Actually if you are using uTorrent for sharing the files from your computer to others then it means that you are using peer to peer sharing software. You can say that peer means a computer system which has been connected by another peer with the help of a common port. You may say that peer count is a number of systems that are connected to that particular software.
Seed and peer are one and the same thing when you consider it according to the p2p sharing. uTorrent is one of the p2p sharing application which bind your computer system with the other systems which are currently connected to that particular online application.
By the help of such softwares you can share an each other's resources that could be music file or a any kind of data.
Actually there two types of peers one is seeders which have completed the 100% of downloading and the leechers who are still downloading or getting connected to the peers to start download. Now you can easily understand that what is the peer count or seed count. But do not misunderstand that the more number of peers you have more speed you would be getting. There must be a 1:1 ratio for getting the maximum speed for downloading.
Seeds are the number of systems with which you are currently connected. Suppose you are getting Seeds as 0(36) then it means that there are zero number of users who have completed the download and 36 are downloading.
And if you get peers as 38(391) then it means that there are 38 people who all are downloading from uTorrent and there are total 391 waiting for the same.
Peers : Seed ratio. The higher the ratio, the more desperate the torrent is, and the higher the Seeding Rank will be. This places torrents with 0 seeds at the top of the list, with the exclusion of torrents with 0 seeds and 0 peers (or you can set your peer limit when seeds are 0).
Seed Count. In this mode, we first sort by number of seeds ascending, then sort by number of peers in the order you specify via the "prefer larger swarms" field, and then give the torrent a rank. Similar to Peers : Seed ratio, torrents with 0 seeds and 0 peers are sent to the bottom of the list.
