According to me following are some common reasons for this error:
    • Tarnished Windows Live Messenger contacts.
    • Firewall is jamming Windows Live Messenger Service
    • Erroneous Date and Time setting in your system.

Confirm if Windows Live Messenger is facilitating through the firewall. If you are not confirm which firewalls installed on the system, select over ‘Add or Remove’ utility from the Control Panel, and then scroll the list of programs which installed in Windows XP and in Windows 7. Then select ‘Control Panel’ and stare for Programs and functions to get the list of installed applications.

I suggest you to make sure that the wlcomm.exe and the msnmsgr.exe is completely shut down. For that goto Task Manager and then processes processes tab from the task manager. Then from there you will need to search for wlcomm.exe and the msnmsgr.exe. If these programs are running then you will need to right click on these files and select End process.

I think you need to delete Windows Live Contacts Folder. To achieve this task you will first need to open the My Computer. Then browse the path "C:\Documents and Settings\<Windows logon name>\Local Settings\Application Data\Microsoft". Then delete Windows Live Contacts folder. Please try this solution to resolve your issue.
