To run the utility, find your installed Flash folder:

    • Right-click C:\Windows\System32\Macromed\Flash\FlashUtil9d.exe

      • The letter changes with each Flash version, so may be "FlashUtilb.exe" or "FlashUtile.exe"

    • Select "Run as Administrator"

    • Follow the steps to complete the Flash Player installation

    • Restart your computer

After reffering to the problem of yours i have researched that your old version of flash is blocking it you need to remove it first for installing the new version of the software. don't remove it directly go to the safe mode & then try to remove it from there.

Also see that you are logged in the administrator user account or you have the permission of the Admin only then you can install adobe flash player because it requires Admin privileges to make any changes in windows. If you have the permission & still showing the error then look at the following link :

To fix permission issues that prevent the Flash Player installation

I have created a small tool to fix this Issue i hope it helps

I have encountered an error when installing Flash Player TN 19166 even if I follow the procedures stated at Adobe website still unable to resolve the issue

When installing the flash player manually it will install 100% no errors encountered but when accessing any website that has flash file or animations it wont display any animations

This topic will resolve such issue you can download the FixTool from this link

Please read Readme file for more details on this tool

    1. Download the file from the link
    2. Unzip the file to any preferred location
    3. Run FixFlash_TN19166.exe

    Enjoy
