MP3 WMA Cutter 3.00.03 problems

Hello. I have windows 7 operating system working with the desktop machine that I use. I have downloaded an application that is MP3 WMA Cutter 3.00.03. This is been used to edit mp3 and voice commands in the file. The problem is that I am not able work with the application. It do not function well and gives issues like closing down and freezing.
