I can just see the mail, after I click on the Outlook Express icon and a popup window says: Outlook Express could not start because Msoe.dll could not be loaded. How to fix this because with restoration of its system does not work.

The error message : Outlook Express could not start because Msoe.dll could not be loaded, can cause probably because the address book of Windows is not loading. This need Outlook Express. To fix the problem, go to Start - Settings - Control Panel. Click Add / Remove Programs and then click Windows Setup. Then select the Address Book entry, press OK and Yes and restart Outlook Express.

Another possible reason is that there are several versions of Outlook Express files together. In this case, it only helps to secure the Outlook Express data, uninstall Outlook Express by hand and reinstall. There is also a possibility that the OE components are not correctly registered. In this case, try to uninstall Internet Explorer and reinstall it along with Outlook Express.

Try with Registry Editor. If you use Registry Editor incorrectly can cause serious problems that may require you to reinstall your operating system.
    1. Click Start, click Run, type Regedit and click OK.
    2. Double click to expand the HKEY_LOCAL_MACHINE folder, expand the Software folder, and then expand the Microsoft folder.
    3. Double click to expand the Windows folder, expand the CurrentVersion folder, and then expand the Setup folder.
    4. Double-click Migration to expand the folder and then click the value 100.
    5. On the Edit menu, click Delete, and then click OK.
    6. Close the Registry Editor.
    7. Click Start, point to Settings and click Control Panel.
    8. Double-click Add or Remove Programs.
    9. Click the Install / Uninstall tab, select the check box Microsoft Outlook Express 5 and then click Add / Remove.
    10. Click Yes to continue, and then click Yes to restart your computer.
    11. Click Start, point to Settings, and then click Control Panel.
    12. Double-click Add/Remove Programs.
    13. On the Windows Setup tab, click to select the Microsoft Outlook Express check box, and then click Apply.

You no longer have access to your messages, mail folders and address book. In this case follow this procedure:
    1) Click on Start / Find.
    2) In the text or part of an entire file name, type: *. dbx.
Their location and name. Dbx file will look like this:\Documents and Settings\UserName\Local Settings\Application Data\Identities\(E5C2ED73-B604-4CE0-AA01-1323B9D13CF9)\Microsoft\Outlook Express. If you use multiple identities, different numbers appear alphanumeric.
    3) Copy all files found in a temporary folder that you can create the desired location in Windows Explorer.

It is important in this case to create different subfolders for each identity that is listed. If, for example, three identities are found, create a subfolder for each of these identities that way. Dbx files are not mixed. It is also required to copy the file Folders.dbx.

    When work again:
    4) Start Outlook Express, then click on File / Import / Messages.
    5) In the dialog box that appears, select the mail program to import from, then click the Next button.
    6) Check the radio button Import mail from a storage directory Outlook Express, then click OK.
    7) Click the Browse button and select the backup folder you created. Validate the rest.

Try CCleaner, it removes unused and temporary files from your computer, ensuring that Windows runs faster and freeing up space on hard drives. Also, as a consequence, destroyed the traces of online user activity, such as the history of his navigation on the Internet. It has been made for safe use. It has many levels of security checks, in order to be sure that will not be removed anything necessary and useful. For very suspicious and cautious users of the system also provides backup.
