No Menu in Internet Explorer 7

Hi,
I cannot see the Menu bar in Internet Explorer 7. I had tried to see the same in the other options but that does not bring it down. Is there a way by which I can store the same permanently on the browser somewhere above Address bar. If yes then what are the steps included in this. Do I have to get back a new setup for this.
