EyeSpyFX webcam software for Windows

I have seen a mobile web cam software on internet. This is called as EyeSpyFX. It is was listed that by this I can use my mobile as a web cam. Is this true. If yes then how. What mobiles does it supports usually. Will this work on all models of phone. I need some web software for video chatting and catching screen shots. What you recommend for that. Thanks in advance.
