Outlook Express - Cant send emails

I am running XP home. I uninstalled Avast security. ( will put an antivirus back on when im done here)

I have checked and double checked the smtp address and ports. I have two accounts I am able to receive on but cant send.

Bellsouth SMTP - mail.bellsouth.net port 587

Earthlink SMTP- smtpauth.earthlink.net port 587

I need some help here.

Here is the error that comes back with the bellsouth acct.

The connection to the server has failed. Account: 'mail.bellsouth.net', Server: 'mail.bellsouth.net', Protocol: SMTP, Port: 587, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

The given error regarding Outlook express connect to a port that is blocked or unavailable on the mail server. The blocked port is 110. You need to check your outlook express setting , make sure that user name , password and servers are correct. Also your account and domain name is active or not. You should confirm from your service provider. If all are working test bad internet connection. the procedure is follows :

#Go to start and then run
#Type telnet <outgoing server name 25 and press enter
#If you see 220 mail.somedomain.com ESMTP, so you have connected to the mail sever, and issue with outlook express
#If you find message connection refused, then the issue with firewall that will not open your port 25
#Then you should need receive setting for SMTP server for your outgoing mail connection from Bellsouth.
