How to divide .vob file?

I have HP desktop. I need a software that will divide .vob file. I don't have DVD -ROM so that I can not copy any DVD files. Using software I divide that file using friends PC and save it in his hard disk and after copy paste that file in my hard disk. Can I divide file using software? Suggest some software.
