There are four type of blur effect you can add in Photoshop. They are as follows. For blur go to second option and click on blur more. For motion blur choose motion blur. You can see the effects by adding up the effect. In the same you can also add radial blur and smart blur to the image. Save the image. It is recommended that take a back up of the image. As the settings cannot be restored.

Create a new image (RGB). Write black text on white background and flatten the image. Then apply (Filter / Blur / Gaussian Blur) 1.5 will suffice. Then invert the image (Image / Adjust / Invert). Rotate the canvas 90 degrees AC (Image / Rotate lienzo/90 No AC) and (Filter / Stylize / Wind). Then rotate the canvas (Image / Rotate lienzo/90 º ACD). After that apply (Filter / Stylize / Solarize).

Rotate the canvas 90 degrees AC (Image / Rotate lienzo/90 No AC) and (Filter / Stylize / Wind / From left) And we rotate the canvas (Image / Rotate lienzo/90 º ACD). Filter / Distort / Polar Coordinates (Polar to rectangular). (Image / Adjust / Hue-Saturation) we left in a red and then the tool palette select the text and put it in yellow
