Click start then add / remove then click change Office 2003 then click repair.if you get the same error and you have not got a lot of e-mail or you do not need them, then select re-install.If you need any e-mails then save them before selecting re-install as this should overwrite the current installation.Or else try to run Office Update

Re: Outlook 2003 "MSNCON32.dll" not installed

The problem may be related to an invalid entry or incorrect entry in your
Windows Registry and RegCue .The SFC program was created to scan all protected files to verify their versions and replace them if necessary. If SFC determines that a protected file is corrupt or missing then it will be asked to insert my Windows installation CD.In order to use the System File Checker tool to scan all of the protected files on my computer I have to click ‘Start > Run’ and then in the Open box, type: sfc /scannow. Then click OK.

Try and create a new profile. Maybe your current default profile was corrupted.Or else installed a new version of outlook connector and installed the Office 2007 SP1 KB936982 Fulfile-en-us update which is suppose to take care of the MSNcon32.dll. check for virus scan , becoz virus can damage your file. Run the SFC program it will scan all protected files to verify their versions and replace them if necessary.if this will not work then try to reinstall Outlook.
