If you have multiple POP mailboxes in combination with an Exchange connector? Can you try to change the priorities of these connectors. Can you put the connector that is giving this headache above the rest? Did you ask your ISP to verify your credentials (username, password, DNS, authenticate outgoing mail) are correct?

That is normal, the requirement to authenticate to POP3 and SMTP, both of servers. However, make sure you set the authentication type. You
can visit your ISP website to check. Do you have AV actively scanning provides incoming and outgoing?

Try changing the SMTP port to 587.

To change the outgoing mail port to 587 in Outlook:
    1. Open Outlook.
    2. Click the Tools menu and then click Email Accounts.
    3. Click View or change existing email accounts option, then click the
    Next button.
    4. Click your email account, then click the Change button.
    5. Click the More Settings button.
    6. Click the Advanced tab.
    7. In the Outgoing mail (SMTP) box type 587.
    8. Click the OK button.
    9. Click the Next button.
    10. Click the Finish button.

I had the same problem with Outlook 2007 client and Internet Explorer 7.0. I had to say and tool properties -> Advanced .... SSL search options and check the box that says "Use SSL 2.0". The defaults are SSL and TLS 3.0.

Furthermore, when the client Oultook make sure "Auto" in the "more settings" button and then go to -> Advanced tab -> drop in mail encryption output down (the options are SSL, TLS, None, Auto).
