Unable to cut or copy attachment file in outlook 2003

I am running outlook 2003 on my windows xp computer. I can not copy or cut attachment in outlook 2003. When i try to copy any file (doc, excel) from attachment it won't show any option for that.

When you open file attachments that are considered safe, Attachments are files or items that can be included with an e-mail message. You cannot view or access a blocked attachment file, Outlook 2003 or Outlook 2007 puts these attachments in a subdirectory under the Temporary Internet Files directory as an additional precaution.

You can open an attachment from the Reading Pane, from a message in a message list such as your Inbox, or from within an open message. You can also recover a modified email attachment file : Open Start then got run Run and type “%Temp%” > Click on LOCALS~1 in the left side >Open the folder Temporary Internet Files > Double click on OLK44 folder and you will find your modified file .

By default, Microsoft Outlook blocks potentially unsafe attachment files (including .bat, .exe, .vbs, and .js files) that can contain viruses. You cannot view or access a blocked attachment file, but a list of blocked attachment files appears in the InfoBar at the top of your message.
