Non-gui tool to modify unicode .ini file

I would need to run scheduled job that can remove lines starting with certain prefix from a unicode ini file.

Is there any non-gui scripting tool that can do that?

If you are on windows OS you can make a simple batch file to do the working else if you are on linux, make a simple bash script...
